Special meeting/public hearing held on appraisal plan
The Board of Directors of the Limestone Appraisal District met in special session at 3:00 P.M. on Tuesday, September 8, 2020, in the Appraisal District board room in Groesbeck, Texas.
Members present: Jack Beene, Troy Miller, Mack Jones, Ron Franks & Stacy Hall Members absent: John McCarver Visitors: None

Vice-Chairman, Mack Jones called the meeting to order. Karen Wietzikoski, Chief Appraiser, certified proof of posting the meeting notice. The meeting began with a prayer led by Troy Miller and then the pledges.
Jack Beene made the motion to approve the minutes from the previous meeting. Mr. Miller seconded the motion. All voted aye, motion carried.
Mr. Miller made the motion to approve the payment of bills. Mr. Beene seconded the motion. All voted aye, motion carried.
No public comments were received.
The Chief Appraiser presented the 2020 Mass Appraisal and Certification Report, Summarizing the 2020 appraisal process, which was completed in accordance with the reappraisal plan, in a timely manner, per the requirements of the Property Tax Code and within the allotted budget. Mr. Beene made the motion to approve the report.
Mr. Miller seconded the motion. All voted aye, motion carried.
Corrections of the Appraisal Roll under Tax Code 25.25b PTC were presented to the board. Mr. Beene made the motion to approve this report. Ron Franks seconded the motion. All voted aye, motion carried.
At 3:15 PM the meeting was then opened for a Public Hearing on the Proposed Reappraisal Plan for 2021-2022. No visitors were present to speak for or against the proposed reappraisal plan. The public hearing was closed at 3:20 PM and the open meeting reconvened. By resolution, Mr. Beene made the motion to adopt the 2021-2022 Reappraisal Plan. Mr. Franks seconded the motion. All voted aye, motion carried.
Regarding the office closure due to Covid-19, the office will remain closed to the public through the month of September.
Beginning, October 1 st , the office will be open to customers by appointment only. Tentative plans are to fully open the office to the public on November 2 nd .
Mrs. Wietzikoski reported on the ARB hearings that were held by telephone conference with a final ARB hearing date of September 14 th .
Appraisers have started field work for the 2021 reappraisal and are implementing a new field mobile device wherein data entry work will take place while the appraisers are in the field.
Robin Mattix has announced her retirement after 18 years with the district. Her official retirement date is October 31 st .
Mrs. Wietzikoski reviewed with the board the letter from the comptroller’s office where in three school districts, Coolidge, Groesbeck and Mexia, fell into the first year grace period, following the 2019 property value study.
There being no further business Mr. Beene made the motion to adjourn.
Mr. Miller seconded the motion. All voted aye, motion carried. Meeting adjourned.
